New Requirements for Public Health Service (PHS) Research Funding
UNH must comply in its research and scholarly activities with federal and state laws and regulations regarding financial conflict of interest in research (FCOIR). Since 1995, UNH has had a Financial Conflict of Interest in Research (FCOIR) policy in compliance with requirements from the U.S. Public Health Service (PHS) and the National Science Foundation (NSF). Recently, PHS revised its FCOIR regulations regarding research funded by it or its component agencies (e.g., the National Institutes of Health). These regulations are effective Aug. 24, 2012.
To respond to these regulations, UNH will implement a new interim policy effective Aug. 24, 2012 that will affect individuals who submit proposals for research funding to PHS agencies and/or who may receive such funds on or after Aug. 24. The policy may also apply to funding from other organizations (e.g., American Heart Association) that require compliance with the PHS financial conflict of interest in research regulations.
Staff from the Office of the Senior Vice Provost for Research (OSVPR) will hold an information session on the new requirements on Wednesday, July 18, 2012, 9:30-10:30 a.m. in Morse 401. If you plan to attend, please register. Another session will be scheduled in mid-September. Anyone who has recently submitted a proposal for research funding to a PHS agency (or an organization requiring compliance with the PHS regulations), or who plans to submit a proposal in the near future, is encouraged to attend one of the sessions. A list of PHS funding agencies adopting the new requirements can be found here.
A webpage containing information about the new requirements and the information sessions is available at http://www.unh.edu/research/financial-conflicts-interest-research-projects-funded-public-health-service-phs. Information also will be posted on the Research Office blog (http://unh.edu/research/blog) as it is made available. Contact Julie Simpson, director, Research Integrity Services (2-2003) or Tammy Goldberg, director, finance and administration (2-0152) with any questions.
