OS Council Discusses Possible Benefits Changes

At the Dec. 16, 2009 meeting, the OS Council prioritized their concerns regarding the proposed changes to benefits currently under discussion at the System Personnel Policies Council (SPPC).

Topping the list is the prospect of eliminating curtailed operations pay. While some employees could work at home if the university closed for the day, the council noted the policy change would impact those whose jobs don’t allow for teleworking.

The “options to eliminate total compensation programs which have a declining benefit/cost relationship” include:

  • Reduction of PAT vacation in the first three years of employment.
  • Establishment of cash-out maximum, with transition plan, for earned time.
  • Elimination and transition of shift pay.
  • Changes to tuition benefits.
  • Elimination and transition of longevity pay.
  • Elimination of curtailed operations pay.

Options to strengthen total compensation with a positive benefit/cost relationship include:

  • Changes to tuition benefits.
  • Funding for skill attainment awards.
  • Commitment to professional development through increased resources for internal training and skill enhancement.
  • Increased commitment to services for financial planning.
  • Increased employer commitment to volunteerism.
  • Teleworking policy.

If approved, the changes would take effect July 1, 2010. 

In order of importance, the OS Councilors ranked the proposals as follows:

  • Elimination of curtailed operations pay.
  • Changes to tuition benefits.
  • Elimination and transition of longevity pay.
  • Establishment of cash-out maximum, with transition plan, for earned time.
  • Elimination and transition of shift pay.

The council expressed concern regarding how the changes could impact those employees who earn the least.

In other news, Monique Couillard was elected chairman, Brian Tobin was reelected recorder and Slava Bruder was reelected vice chairman.
